IBR Equity Roundtable: “Why Equity Matters in Infrastructure”
As the Interstate Bridge Replacement (IBR) program moves into the next phase of community engagement, we are planning our following virtual roundtable discussion. The theme and name of this event is: “Why Equity Matters in Infrastructure.” We will touch on what the IBR program is doing to promote equity in both processes and outcomes and will also address how an infrastructure project can and should center equity.

Our Principal Equity Officer Johnell Bell of Espousal Strategies LLC, will facilitate this conversation. Our panel includes:
Emilee Thomas Peralta Senior Associate, Equity and Policy at Espousal Strategies LLC,
Miriam Halliday, the Chief Executive Officer of Workforce Southwest Washington,
Aidan Gronauer, the Civil Rights Manager for the IBR program,
Lisa Keohokalole Schauer, the CEO and Founder of PointNorth Consulting, and
Gabi Brazzil, Senior Equity Consultant, project manager, and co-founder of the WSP Equity Center of Excellence with WSP.

Gabi Brazzil (She/Her)
Senior Equity Consultant, project manager, and co-founder of the WSP Equity Center of Excellence @WSP
She specializes in equity services for public projects, supporting public agencies to develop operational and cultural practices to adopt and sustain equity, and project delivery services to guide equity goals and outcomes. Gabi’s experience spans transportation, housing, and water projects. Gabi trains and collaborates with technical experts to integrate equity and public input into budget allocation, environmental analysis, scenario development, and construction.
Miriam Halliday (She/Her)
Chief Executive Officer @Workforce Southwest Washington
Miriam Halliday is the Chief Executive Officer of Workforce Southwest Washington (WSW). WSW funds organizations that help people get jobs or training to advance in their careers and assist companies to recruit, train, and retain their workers. She holds degrees in social work from Portland State University and has experience in public health organizations and more.
Emilee Thomas Peralta (She/Her)
Senior Associate, Equity and Policy @Espousal Strategies LLC
Emilee is a public and governmental affairs professional with a wide range of experience in the public, private, and non-profit sectors. She has brought a dedication to the advancement of equity and civil rights to her work ranging from the office of US Senator Jeff Merkley to a major international advocacy campaign to end family separation at the border. Emilee is currently based in Houston, but is a proud alum of the University of Oregon and happy to have the opportunity to advocate for Oregon communities.

Aidan Gronauer has worked in the public sector, actively advancing equity and civil rights for over a decade. Aidan began his efforts in diversity, equity, and inclusion through sustainability and a deep commitment to social justice. Aidan currently serves as the Civil Rights Manager for the Interstate Bridge Replacement program on behalf of both states.
Johnell Bell (He/Him)
Principal Equity Officer @Espousal Strategies LLC
Johnell Bell is a veteran government, public, and community affairs professional having served in various public policy, community engagement, and senior level capacities over the last 16 years. Currently, Mr. Bell serves as the Principal Equity Officer for the Interstate Bridge Replacement Program in Oregon and Washington. More recently, Mr. Bell served as State Field Director for U.S. Senator Jeff Merkley and as Chief Diversity Officer for TriMet.
Greg Johnson (He/Him)
Program Administrator @Interstate Bridge Replacement Program
Greg Johnson is a proven transportation leader in a career spanning nearly 40 years. He jointly represents the Washington State Department of Transportation (WSDOT) and Oregon Department of Transportation (ODOT) as Program Administrator of the Interstate Bridge Replacement Program, a bi-state effort to replace the aging Interstate Bridge across the Columbia River with a seismically resilient, multimodal structure that provides improved mobility for people, goods and services. Greg previously served as Senior Vice President at WSP USA, one of the nation’s largest engineering firms, as the National Director for Construction Management & Services in Michigan. Prior to working in the private sector, he served as the State Highway Administrator for the Maryland Department of Transportation, and as the Deputy Director for the Michigan Department of Transportation.
